Trippelschritte statt Fortschritt in der ländlichen Entwicklung

“Am Beispiel des Breitbandausbaus zeigt sich die unentschlossene Handlungsweise der Bundesregierung zur Entwicklung ländlicher Räume in aller Deutlichkeit.”, sagte die Brandenburger Bundestagsabgeordnete Cornelia Behm nach der Regierungsbefragung am Mittwoch im Deutschen Bundestag. “Die Bundesregierung hat keine Ideen, wie sie die vielen weißen Flecken auf der Karte der Breitbandversorgung beseitigen kann. Dieses vage Verhalten wirkt sich scheinbar auch auf die Länder aus. In Brandenburg ist neuerdings erst 2020 die Zielmarke, zu der alle Haushalte mit Breitband ausgestattet sein sollen. Das ist eine Zumutung für die Bevölkerung und die Unternehmen im ländlichen Raum. Wir Grünen fordern den gesetzlichen Anspruch auf schnelles Internet und zwar flächendeckend.”

 

Die Regierungsbefragung befasste sich heute mit dem im Bundeskabinett beratenen Fortschrittsbericht der Bundesregierung zur Entwicklung ländlicher Räume. Nach Meinung von Behm, die Sprecherin für ländliche Entwicklung der grünen Bundestagsfraktion ist, kann die Bundesregierung bisher nur Trippelschritte statt eines Fortschritts vorweisen. Die Förderung von kleiräumigen Wirtschaftskreisläufen und die Unterstützung regionaler Initiativen kommen nicht voran, der Abbau der Daseinsvorsorge kann nicht aufgehalten werden. “Für die ländliche Entwicklung bedarf es eines Politikwechsels. Einzig durch mutiges Handeln sowie Verabschiedung von Großstrukturen und industrialisierter Landwirtschaft gibt es in Deutschland die Chance, in allen Regionen gleichwertige Lebensbedingungen zu schaffen.” so Behm.

 

New tool for REDD+ negotiators and stakeholders

REDD+ negotiators and stakeholders in Africa and Asia stand to benefit from the development of a new platform that will contribute to more effective REDD+ implementation.

The web-based platform was developed by the Alternatives to Slash and Burn Partnership for the Tropical Forest Margins at the World Agroforestry Centre (ASB-ICRAF) and the International Institute for Sustainable Development (IISD). The site will increase understanding of the REDD+ (reducing emissions from deforestation and forest degradation) negotiations and provide information on experiences in the forestry sector to lay the technical and policy foundations for better REDD+ programmes.

The project encourages South-South exchange of information on REDD+, including this web-based platform, which enables sharing of knowledge and resources.

ANAFE, UniBRAIN (Universities, Business and Research in Agribusiness Innovation)

The African Network for Agriculture, Agroforestry and Natural Resources Education (ANAFE), supported by the World Agroforestry Centre (ICRAF) in Nairobi, Kenya, was established in 1993 and currently is made up of 134 universities and colleges in 35 African countries. The ANAFE network consists of four regional chapters known as RAFTs [Regional Agricultural Fora for Training ‑ one each in Eastern and Central Africa (ECA), Southern Africa (SA), the Sahelian countries (Sahel), and the Africa Humid Tropics countries (AHT)] ‑ and 21 National Chapters known as NAFTs (National Agricultural Fora for Training). One of the flagship projects of ANAFE is UniBRAIN, which involves linking universities, business and research in agribusiness innovation in empowering graduates to be employers and not just job-seekers. The interaction between the three entities is therefore meant to enhance teaching and learning in Agribusiness.

The position
ANAFE seeks to engage four (4) regional consultants (one in each region), to carry out surveys in Southern Africa (SA), East and Central Africa (ECA), Africa Humid Tropics (AHT) and the Sahel regions to identify challenges, gaps and opportunities in the Agribusiness Education and Training.

Terms of Reference

The consultants will:

  • Participate in the development of a methodology for the work
  • Undertake an Agribusiness Education review in the targeted region. The review will be based on the available literature, and from results of visits to key Agribusiness teaching institutions and private sector companies.
  • Compile information on Agribusiness sector, size, effectiveness, and relationship with other relevant sectors; challenges regarding the institutional settings; national demand for agribusiness expertise by category; Agribusiness education: capacity, education programmes, current state of development and future plans
  • Make an analysis of scenarios to meet the demand for agribusiness and related expertise; propose recommendations on agribusiness education reforms and define the roles of the new Agribusiness professional; Make a comparative analysis on the content and adequacy of existing agribusiness education.
  • Review and make proposals on agribusiness curricula and curricula delivery which includes new areas of study; the development of relevant learning materials/resources and use of ICT needed to be able to generate new skills and competencies among students.
  • Present monthly progress reports to ANAFE
  • Present for discussion at a regional forum, findings from the study

Consultant Profile

  • Sound knowledge of African and worldwide Agribusiness sector and trends
  • Knowledge of Agribusiness institutions in either, SA, ECA, AHT or Sahel regions
  • Experience of Internet and of desk and virtual research
  • Have an MSC, MBA or PhD in an Agribusiness, Agriculture or Natural Resource Management field
  • Be fluent in French or English. Knowledge of the other language will be an added advantage.

Other Requirements

  • The Consultant is expected to collaborate and build partnerships between many universities and Agribusiness institutions located in the region
  • The Consultant should also link up with experienced educators from Europe and Asia to learn from their experiences and thus to enrich the study
  • This consultancy is for 60 days starting from 15th May 2011. Accounts Assistant

The World Agroforestry Centre (ICRAF) is supporting the implementation of the Millennium Villages Project (MVP). This five (5) year project employs a community-based integrated development approach to help lift rural communities out of the poverty trap that afflicts more than a billion people worldwide. The Millennium Villages Project (MVP) is supported by Millennium Promise, a non-profit organization, whose vision is the eradication of extreme global poverty. Millennium Promise’s mission is to encourage individuals and organizations to join the fight against global poverty, disease, and hunger through an unprecedented campaign that draws on the support of all parts of society – individuals, businesses, charitable organizations, faith-based groups, governments – to ensure the success of the Millennium Development Goals by 2015 and the end of extreme poverty by 2025.

Position:
ICRAF/MVP is seeking a qualified candidate to fill the position of an Accounts Assistant. The incumbent will be based in Garissa. Reporting to the Team Leader and Science Coordinator, Garissa Finance and Administration Manager, Nairobi, the Accounts Assistant’s responsibilities are to:

  • Make and follow-up on payment to creditors
  • Assist in local purchases and follow up with local suppliers to ensure conformity with regard to taxes (VAT)
  • Prepare and submit monthly expenditures to ICRAF HQ, ensuring that the reports are accurate and timely
  • Prepare bank reconciliation and financial returns on monthly, quarterly and other periods specified by the Team Leader/Management
  • Monitor the budgets; verification and proper allocation of expenditure.
  • Assist staff to code expenses correctly and informing them on budget status on a regular basis
  • Secure all MVP assets, tagging and maintaining an assets register
  • Documentation and safe storage of all financial reports and documents
  • Follow up on day to day correspondence with Millennium Villages Project and stakeholders as required by the Team Leader.
  • Handle the petty cash imprest account
  • Handling cash surrenders and verification of returns from the field;
  • Any other duties assigned related to the position

Requirements:

  • CPA part two or equivalent.
  • Knowledge of accounting software packages and Microsoft Office
  • Ability to work in a across cultural and multi disciplinary environment
  • Computer literacy
  • Knowledge in book keeping accounts, financial returns report writing
  • Honesty, commitment and maturity
  • Productive under minimal supervision and work under high pressure
  • Ability to communicate well, supervise others, build capacity and integrate well with team and work beyond normal working hours
  • Honest, committed and mature

  • Experience in multicultural environment (Somali language is an advantage)

Contributions to the congress program of ACHEMA 2012 can be submitted as of now. The topics reflect the exhibition portfolio of ACHEMA. In view of the current challenges, three areas are of outstanding interest in 2012: The area of biotechnology covers the complete value chain of the bioeconomy from bio-based products via process technologies and equipment for the processing of renewable resources to food technology.

A special focus in reaction technology is on sustainable process technology including topics such as energy efficiency, water treatment, recycling and urban mining. Thirdly, materials technology is emphasized. This includes the topic of the special show “Innovative Energy Carriers and Storage” as well as modern materials for plant engineering, nanotechnology and advanced fluids. With more than 900 lectures, the congress program covers the whole range of topics that are on display in the exhibition. The linkage of exhibition and high-quality congress makes ACHEMA the distinctive world forum of the process industries; with about 4000 exhibitors from all continents and about 175,000 visitors, ACHEMA is the industry summit for users and researchers. The 30th ACHEMA takes place from June 18-22, 2012, in Frankfurt.
